PUBLIC INFORMATION
 LOW
Low Risk of Terrorist Attacks
1. Make THREAT CONDITION news release.
2. Review and update PIO annex.
3. Brief department heads on changes to public information programs.
4. Train personnel on the Homeland Security Advisory System.
GUARDED
General Risk of Terrorist Attacks
ALL ACTIONS FROM PREVIOUS LEVEL, PLUS:
1. Make THREAT CONDITION news release.
2. Provide the public any information that would strengthen its ability to act appropriately.
 ELEVATED
Significant Risk of Terrorist Attacks
ALL ACTIONS FROM PREVIOUS LEVELS, PLUS:
1. Make THREAT CONDITION news release.
2. Coordinate as required for timing/ location of the establishment of the JIC.
3. Keep the EMC informed of public affairs directives and policy guidance from state ands federal officials.
4. Keep the EMC informed of public information issues and challenges.
5. Distribute all appropriate protective measures.
6. Institute rumor control measures.
HIGH
High Risk of Terrorist Attacks
ALL ACTIONS FROM PREVIOUS LEVELS, PLUS:
1. Make THREAT CONDITION news release.
2. Brief key officials on emergency information programs.
3. Staff JIC as appropriate.
4. Establish pre-formatted/ pre-addressed messages for release of information on EAS/NWS.
5. Prepare and preposition a generic news release, applicable to terrorist events, in coordination with the EMC.
6. Review public affairs statements to ensure compliance with security and policy.
7. Coordinate all releases with the EMC or elected officials. 
8. Conduct liaison with media representatives for photos/ video, interviews, and other data..
9. Coordinate media access to potential incident sites.
10. Handle all media requests.
11. As appropriate, notify the threatened population and adjacent population center.
12. Activate rumor control.
SEVERE
Severe Risk of Terrorist Attacks
ALL ACTIONS FROM PREVIOUS LEVELS, PLUS:
1. Make THREAT CONDITION news release.
2. Provide 24 hour staffing of the JIC, as needed.
3. Arrange for elected official communication with the public, as needed.
4. Announce protective measures via available media and EAS sources.
