WESTMORELAND COUNTY HOMELAND SECURITY ADVISORY SYSTEM CHECKLIST
PUBLIC WORKS  - ENGINEERING
 LOW
Low Risk of Terrorist Attacks
1. Identify required equipment; identify resources available through augmentation.
2. Review and update public works and engineering annexes and SOPs.
3. Refine and exercise pre-planned Protective Measures.
4. Regularly assess vulnerabilities of public works infrastructure.
5. Recommend and take mitigation and security measures for the public works infrastructure.
6. Submit PEIRS Report information to 911 Center.
GUARDED
General Risk of Terrorist Attacks
ALL ACTIONS FROM PREVIOUS LEVEL, PLUS:
1.Update required equipment; update resources available through augmentation.
2. Submit PEIRS Report information to 911 Center.
 ELEVATED
Significant Risk of Terrorist Attacks
ALL ACTIONS FROM PREVIOUS LEVELS, PLUS:
1. Alert key personnel of possible emergency duty.
2. Review assignments and recall list with all personnel.
3. Check readiness of all equipment, supplies, and facilities.
4. Increase surveillance of critical locations.
5. Correct deficiencies in equipment and/or facilities.
6. Provide PEIRS Report information to the 911 center. 
HIGH
High Risk of Terrorist Attacks
ALL ACTIONS FROM PREVIOUS LEVELS, PLUS:
1. Alert personnel of possible emergency duty.
2. Coordinate security efforts with state police/ federal LEAs.
3. Restrict access to critical public works and engineering facilities to essential personnel only.
4. Place off-duty personnel on stand-by.
5. Alert auxiliary personnel.
6. Review mutual aid agreements with other public works agencies.
7. Submit PEIRS Report information to the 911 center.
SEVERE
Severe Risk of Terrorist Attacks
ALL ACTIONS FROM PREVIOUS LEVELS, PLUS:
1. Recall and mobilize emergency work crews.
2. Maintain 24 hour operations.
3. Monitor, redirect, or constrain public works and engineering assets, as appropriate.
4. Be prepared to handle emergency public works and engineering requests.
5. Submit PEIRS Report information to the 911 center.
